Banning of Blood Magic Ordinance - PB 002

Recognizing the unknown spiritual dangers of blood magic, the practicing of blood magic is hereby banned within the walls of Puddleby, excepting cases of great need or emergency.

This ordinance will take effect immediately upon enactment, if enacted. This ordinance may be repealed by any ballot measure where the question is the repeal of this ordinance, provided a 2/3 majority ‘yes’ vote. The mayor, fen president, sheriff, and town deputies, as well as other officers have the ability to enforce the ordinance by appropriate and lawful means.

(This is proposal #466 in the ballot office.)

Please note there are three important balancing features to this proposal. First, the ban would only be within the town walls. It says nothing about the vast lands outside of town. Second, there is an explicit provision for exceptional cases. This allows blood magic inside town whenever there is a good reason. Third, as Largo has pointed out, the town officers and office-holders may refuse to enforce the ordinance if it were to pass.

The exception only comes into play in 'cases of great need or emergency'. So the ban would be the general rule. Blood magic has saved our town from monster attacks countless times, and I am not so naive as to ignore that fact.

The ordinance is meant to discourage the use of blood magic until a last or later resort. This helps to minimize the damage blood magic inflicts on the spirits of the townsfolk.

I understand the reasoning behind this, but consider, it's important for all of us to understand how Blood Magic works. By watching Bloodmages do their thing, we understand better how they work and become familiar with what they can do.

For example, if I hadn't seen them do it in town, I'd never get the idea that several Bloodmages could form an instant wall with their "falling" ability. If the only chance I got to see them in action was in real combat, I might not have the attention to devote to thinking about that ability.

Blood magic is a peaceable system of spiritual beliefs that deserves all the respect granted any other religious framework. Gloria's attempt to legislate my spirituality is the worst sort of fascistic bigotry, and responding to her as though this is a topic that may be broached in civil society is offensive in the extreme.

I call on Fen President Largo and the Thoom Conga-ress to institute sweeping hate crime legislation to see that this sort of persecution is properly punished.
